KINGSTON, Jamaica — It is the desire of National Security Minister Robert Montague to have the Memorandum of Understanding (MoU) between the Jamaica Constabulary Force (JCF) and the Independent Commission of Investigations (INDECOM) signed as a parting gift to outgoing Police Commissioner Dr Carl Williams.

“We are moving to complete the MoU with INDECOM and the JCF and I want to have it signed before the sixth, in honour of Dr Carl Williams. That is my going away gift to him,” he told police officers and other guests at the JCF annual devotion exercise this morning.

Williams’ resignation from the post will take effect on January 6, a day before  Deputy Commissioner of Police Novellette Grant begins her 90-day tenure as acting commissioner of police.

Montague also warned that the oversight body would not be dissolved and urged police officers to operate within the confines of the law.
